HR Renewal applications are not fully mobile friendly like SAP Fiori. Some links point to web dynpro abap applications.

For Second question, Yes you can add a new tile for any UI5 application, Web dynpro abap application or SAP GUI tcode. So can integrate HR Renewal Application on Fiori Launchpad.
