Hi,
I don't think so it's possible in the same folder.Either you can hide the save tab by customization.With this users will not able to save as also.
Other approach deny the add objects access in the standard folder and create one more Adhoc folder and add object right on this folder.
with this approach users can not save the report in the standard folder but can save in the Adhoc folder.
