We will update to VS 2013 perhaps next year.
I tried uninstalling the window updates and editing the registry entries as you suggested.
But the issues still exists.
So, I traced back to make sure when was the issue started.
My bad. I found that the issue existed since many months ago (since migrated to new PC with window 8-64 bit)
Upon checking crystal reports assemblies files, I found that the crystal reports engine assembly' file version is different between those PCs with this issue and those PCs without this issue.
The ones with issue have version 10.2.52001.1823 and the ones without issue have version 10.2.51014.0.
So, I just tried to downgrade to file version 10.2.51014.0 and the issue is gone.
I'm not sure why this issue exists in file version 10.2.52001.1823.
