I'm running on new windows 2008 r2 and the downloaded kernal placed in this system because I'm afraid that the existing file will affect the new one. However, we run new system on VM. I don't think VM would be the problem.
Also, I'm wondering where to download R3load. I extract kernal 7.21 and see R3load file. However, I cannot see R3load.SAR in it. I google solution, but the answer I got from internet is to download R3load where I download kernal. Yet, it doesn't work. Still got the same error.
